A. PURPOSE

The purpose of this policy is to set forth the expectations of Türkiye Sınai Kalkınma Bankası A.Ş. (TSKB) from its contracted suppliers with whom it engages in commercial activities.

B. SCOPE

This policy applies to the procurement of all goods and services at all TSKB headquarters and branch units.

C. PRINCIPLES AND PRACTICES

TSKB Sustainable Procurement Management Policy includes the following main principles and practices.

The Bank:

1. Gives priority to working with responsible, ethical, reputable and local suppliers who provide high-quality and affordable goods and services while performing its outsourcing activities;

2. Carries out the selection of suppliers and their contractual processes in line with the approved Procurement Regulation;

3. Ensures that appropriate suppliers are selected impartially and fairly;

4. Informs its suppliers clearly and expressly about the scope, nature, quality, delivery dates and payment terms of the work to be provided;

5. Does not allow its employees to derive benefits from the suppliers with whom it is in contact or it works due to its business relationship;

6. Aims to ensure that its suppliers are aligned with the Bank's sustainability standards, encourages its suppliers to this end, and provides them with information and expertise support when required. It supports them for establishing ISO 14001 Environmental Management System, 14064 Greenhouse Gas Emissions and 45001 Occupational Health & Safety Management Systems, and takes care to make sure that it works with companies holding such certificate. It encourages its suppliers to manage their greenhouse gas emissions and wastes arising from their activities, as well as their resource utilization in line with national and international standards, and takes care to make sure that it procures environmental-friendly and recyclable products;

7. Expects all its suppliers to comply with the following requirements and maintain such compliance during the term of their agreement:

  • Compliance with legal regulations without any exception;
  • Being sensitive about the environmental, social matters and human rights as required by the sustainable banking principles, and providing the employees they employ with a working environment that is appropriate in terms of occupational health and safety;
  • Paying attention to fulfilling the requirements of international conventions our country is a party to such as the ILO Declarations and Universal Declaration of Human Rights, as well as adopting the fundamental principles such as human rights, labor rights and social justice;
  • Not employing children below the age limit set forth in national and international laws and declarations; not working with suppliers or customers employing child labor;
  • Ensuring strict compliance with requirements related to minimum wage, maximum working conditions, overtime pay, child labor prohibition and disciplinary and punishment rules set forth in Turkish laws and regulations;
  • Offering equal opportunities in all human resource practices, the contents of notices for recruitment, interviews and employee selection process, in measuring and assessing performance, career planning, promotions, training and development programs offered to employees and the remuneration policy;
  • Ensuring compliance with provisions related to age limit, social rights and assurance, as well as working hours set forth in the applicable laws and regulations in relation to the employees they employ;
  • Ensuring that they do not physically abuse their employees, and not employing forced (non-voluntary) labor within the organization;

8. Does not share the expert information provided within the scope of the service provided by suppliers with third parties without the consent of the supplier.

D. EFFECTIVE DATE

This policy goes into effect as of the date on which it is approved by the Board of Directors.

According to the Bank’s Sustainability Policy and one of its complementary policies Sustainable Procurements Management Policy, we structured a sustainable supply chain survey to analyze the current positions and conditions of our suppliers regarding environmental and social issues including climate change, water, human rights, etc. Thanks to this survey we are able to periodically monitor our suppliers’ ESG performance by collecting data including emissions, international certificates, resource consumption, and waste management. Not only do we create awareness regarding ESG issues among suppliers and encourage them to adopt sustainable best practices, results also enable us to make a gap analysis and to plan training/support programs for our suppliers grouping them with similar technical knowledge and needs. This engagement strengthens supplier relationships, increases operational efficiency, and enhances resilience to risks.


*Annual Observations: TSKB seeks full complience to its Sustainable Procurement Management Policy. TSKB terminates partnerships with its stkeholders in its supplychain if any breech to human right or other criterias set in the policy.
